Minister Kaboyo Commissions New Classroom Blocks in Busoga, Praises NEC Works for Quality Delivery

NAMUTUMBA/KALIRO – September 24, 2026 — The Minister of State for Luwero Triangle, Rwenzori Region in the Office of the Prime Minister, Hon. Alice K. Kaboyo, has commissioned newly constructed and fully furnished classroom blocks at two primary schools in Busoga Sub-region.

The new facilities were commissioned at Nawansagwa Primary School in Namutumba District and Kiwa-Nabuzi Primary School in Kaliro District, in a development aimed at improving the learning environment for pupils in the two communities.

The classroom blocks were constructed by NEC Construction, Works and Engineering Limited (NEC Works), a subsidiary of the National Enterprise Corporation (NEC), the commercial arm of the Uganda People's Defence Forces.

At the commissioning ceremonies, NEC Works General Manager Eng. Brian Buhanda represented NEC Managing Director Lt. Gen. James Mugira, who was unable to attend due to other official engagements.

In her remarks, Minister Kaboyo commended NEC Works for responding promptly to the Government's call and completing the projects within the agreed timeframe while maintaining the required quality standards.

She conveyed her appreciation to the leadership of NEC through Eng. Buhanda, describing the completion of the classroom blocks as an important contribution towards addressing infrastructure needs in communities benefiting from affirmative action programmes.

Kaboyo explained that her office is responsible for implementing affirmative action programmes targeting districts that were affected by wars and other disruptions, with the broader objective of addressing historical development gaps and helping such areas catch up with other parts of the country.

She said the interventions are intended to ensure that communities in affected areas gain access to essential public services, particularly in sectors such as education and infrastructure.

The Minister also used the occasion to highlight the responsibilities of parents and communities in supporting education.

She noted that Government has met several of its obligations in the education sector through the construction of classrooms, provision of scholastic materials, payment of teachers' salaries and release of capitation grants.

However, she challenged parents and community members to complement Government efforts by ensuring that children are enrolled in school, attend lessons consistently and remain in school until completion.

Kaboyo further pledged continued Government support to communities through programmes aimed at improving household incomes and livelihoods, including the Parish Development Model (PDM).

NEC pledges continued partnership

Speaking on behalf of NEC, Eng. Buhanda conveyed greetings from Lt. Gen. Mugira and explained that the NEC Managing Director would have wished to personally attend the commissioning ceremonies but was engaged in other important state duties.

Buhanda said NEC Works was pleased to hand over the completed facilities in good condition and expressed appreciation to the Office of the Prime Minister for entrusting the Corporation with the projects.

He said the assignments had provided NEC with an opportunity to demonstrate its capacity in the construction sector while contributing to national development through the delivery of public infrastructure.

According to Buhanda, NEC Works remains ready to undertake additional assignments for the Office of the Prime Minister whenever called upon.

He emphasized that NEC approaches its projects with a focus on delivering within the agreed timelines and costs, while maintaining high-quality standards.

Buhanda also said NEC Works can, in many instances, undertake projects at comparatively lower costs than private companies, while still maintaining the expected standards.

He urged the beneficiaries of the newly constructed facilities to take ownership of the infrastructure and ensure that the classrooms are properly maintained.

The General Manager specifically called upon parents, teachers and learners to protect the facilities from damage and ensure that they remain available for their intended purpose for many years.

Local leaders attend

The commissioning ceremonies brought together leaders and stakeholders from the two districts, including Hon. Mutebi Mugoya Agoroben, the area Member of Parliament, district leaders, school management committees and members of the local communities.

The new classroom blocks are expected to provide additional learning space and improve the general learning environment at Nawansagwa and Kiwa-Nabuzi primary schools.

The projects also demonstrate the role of Government agencies and public enterprises such as NEC Works in supporting the delivery of infrastructure under programmes implemented by the Office of the Prime Minister.

The commissioning of the facilities marks another intervention in the education sector in Busoga, where improved school infrastructure remains important in supporting access to quality learning and creating conducive environments for both pupils and teachers.
