KAMPALA – Makerere University has officially handed over the historic CCE-Complex Hall of Residence to the National Enterprise Corporation (NEC) for comprehensive renovation, further strengthening the long-standing partnership between Uganda's premier university and the government-owned engineering and construction firm.

The handover ceremony, held on Friday(yesterday) at the Makerere University campus, was presided over by the University's Vice Chancellor, Prof. Barnabas Nawangwe, alongside NEC Managing Director, Lt. Gen. James Mugira. The project is expected to be completed within twelve months.

The CCE-Complex Hall, one of Makerere University's oldest female halls of residence, was constructed in the 1950s and has served generations of students over the decades. However, years of continuous use have left the facility in need of major structural rehabilitation and modernization.

The renovation project forms part of Makerere University's broader strategy to upgrade its aging infrastructure while preserving the institution's historic character.

Speaking during the handover ceremony, Prof. Barnabas Nawangwe praised NEC for its consistent delivery of quality infrastructure projects and reaffirmed the University's confidence in the Corporation's capabilities.

He noted that the collaboration between Makerere University and NEC has enabled the institution to retain construction investments within Uganda while realizing significant financial savings.

"This collaboration keeps construction investment within Uganda and has resulted in significant savings estimated in billions of Uganda Shillings," Prof. Nawangwe said.

He emphasized the strategic importance of the CCE-Complex Hall, noting that its location adjacent to the University's main entrance makes it one of the most visible structures on campus and a key part of Makerere's image as one of Africa's leading universities.

The Vice Chancellor cited NEC's successful renovation of Mary Stuart Hall of Residence as evidence of the Corporation's technical competence and challenged the contractor to deliver an even higher standard on the CCE-Complex project.

For NEC, the project represents another milestone in an expanding portfolio of institutional infrastructure developments across Uganda.

In his remarks, NEC Managing Director Lt. Gen. James Mugira expressed gratitude to the Makerere University leadership for once again entrusting the Corporation with a major construction project.

"It is a great pleasure and privilege to be back here at Makerere University today as we officially take over this project site. On behalf of our entire NEC team, I would like to express our heartfelt appreciation to the Makerere University leadership for the trust and confidence," Lt. Gen. Mugira said.

He noted that this marks the fourth major construction assignment NEC has undertaken for the University, following the construction of the perimeter wall fence and the successful renovation of Lumumba Hall and Mary Stuart Hall of Residence.

"Today is especially meaningful because this is the fourth time you have entrusted us with one of your projects. For us, as NEC, this is more than just another contract—it is a clear demonstration of the trust and confidence you have in us and our ability to deliver," he added.

Lt. Gen. Mugira emphasized that trust is earned through performance, integrity and consistency, assuring the University that NEC remains committed to delivering quality work within the agreed timelines and budget.

"Your decision to engage us once again motivates us to work even harder to exceed your expectations. We do not take this confidence for granted, and we are fully committed to protecting and strengthening the relationship we have built over the years," he said.

He further pledged that NEC would maintain the highest standards of professionalism, safety and quality throughout the execution of the project while working closely with consultants and the University administration to ensure successful completion.

"As we officially take possession of this site, I wish on behalf of NEC to reaffirm our commitment to delivering a project of the highest quality, within the agreed timelines and budget, while maintaining the highest standards of safety and professionalism," he said.

Adding a personal touch to his speech, Lt. Gen. Mugira shared his long-standing connection to the CCE-Complex.

"On a lighter note, I have a sentimental attachment to CCE because 42 years ago my lecture hall in the then Faculty of Law was here. Secondly, my wife was a resident of CCE," he remarked, drawing smiles from attendees.

He concluded by reaffirming NEC's dedication to delivering another successful project and strengthening the enduring partnership between the two institutions.

"Thank you once again for believing in us for the fourth time. We consider this an honor and a testament to the strong partnership we have developed together. We assure you that we will approach this project with the same dedication, transparency and excellence that have characterized our previous engagements. We look forward to celebrating yet another milestone together upon its completion," he said before formally accepting the project site.

The renovation of the CCE-Complex Hall is expected to significantly improve accommodation standards for female students while preserving one of Makerere University's iconic residential facilities.

The project also underscores NEC's growing reputation as one of Uganda's leading engineering and construction firms. Over the past several years, the Corporation has expanded its footprint in delivering strategic infrastructure projects for government institutions, universities, defence establishments and other public agencies.

As construction begins, the renewed partnership between Makerere University and NEC reflects a shared commitment to preserving the University's rich heritage while investing in modern, durable infrastructure that will serve future generations of students.
