Rev. Canon Dr. Grace Lubaale Elected as 4th Bishop of Busoga Diocese, Archbishop Kaziimba Commissions Provincial Tribunal
Dr. Lubaale’s consecration and enthronement are scheduled to take place on 14th December 2025 at Christ’s Cathedral Bugembe in Jinja, where he will officially succeed the outgoing bishop to lead the faithful of Busoga Diocese in their spiritual and social mission.

The House of Bishops of the Church of Uganda, sitting at the Lweza Training and Conference Centre, has today elected Rev. Canon Associate Professor Dr. Grace Lubaale as the 4th Bishop of Busoga Diocese, marking a new chapter in the spiritual leadership of one of the largest dioceses in the country.
Dr. Lubaale’s consecration and enthronement are scheduled to take place on 14th December 2025 at Christ’s Cathedral Bugembe in Jinja, where he will officially succeed the outgoing bishop to lead the faithful of Busoga Diocese in their spiritual and social mission.
Born on 9th October 1978 in Bugombya Zone, Butansi Parish, Butansi Sub-county, Bugabula County, Kamuli District, Dr. Lubaale has built an illustrious career in both academia and ministry. He gave his life to Christ in December 1994, setting him on a lifelong path of faith, service, and intellectual pursuit.
Ordained a Deacon in 2008 and later a Priest in 2009 in the Diocese of Kampala, he has served the Church with distinction in various capacities. On 1st November 2024, he was installed as Canon of Education and Training at All Saints’ Cathedral Kampala, underscoring his long-standing commitment to theological education and leadership development within the Church.
A scholar and theologian, Rev. Canon Dr. Lubaale holds a Doctorate of Philosophy (PhD) in Development Studies, a Master of Arts in Theology, a Master of Arts in Development Studies, and a Bachelor of Arts with Education. His blend of spiritual depth and academic excellence reflects a leader well-prepared to steer Busoga Diocese through an era of renewal, unity, and community transformation.
Dr. Lubaale is married to Clare Louise Atuheirwe, and together they are blessed with four children.
Provincial Tribunal Commissioned
In a separate but significant development earlier today, the Archbishop of the Church of Uganda, The Most Rev. Dr. Stephen Samuel Kaziimba Mugalu, officially commissioned the Provincial Tribunal — a key ecclesiastical body mandated to handle disputes within the Church.
Before the commissioning, Tribunal members underwent a comprehensive orientation session led by Justice Mike Chibita of the Supreme Court, who served as the lead facilitator.
The Provincial Tribunal will play a crucial role in strengthening justice, accountability, and harmony within the Church’s governance structures.
The Tribunal is chaired by Canon Naboth Muhairwe, the Provincial Chancellor, and includes:
