Hon. Emmanuel Biara Wepukhulu Set for Swearing-In as Bulambuli MP, Declares Ambition for Deputy Speaker Race and Unveils Development Agenda
Speaking ahead of the swearing-in ceremony scheduled for 2:00pm, Hon. Biara revealed that the occasion will be marked by the famous Bugisu Kadodi cultural dance procession through parts of Kampala as he officially takes oath as the representative of Bulambuli County.
Newly elected Bulambuli County Member of Parliament, Hon. Emmanuel Biara Wepukhulu, is set to be sworn in on Wednesday, May 13, 2026, as part of Uganda’s 12th Parliament for the 2026–2031 term, with supporters preparing a colorful cultural procession in Kampala ahead of the ceremony.
Speaking ahead of the swearing-in ceremony scheduled for 2:00pm, Hon. Biara revealed that the occasion will be marked by the famous Bugisu Kadodi cultural dance procession through parts of Kampala as he officially takes oath as the representative of Bulambuli County.
The legislator-elect said some of his campaign coordinators from Bulambuli District will travel to Kampala to witness the historic event, although not all supporters will be able to attend due to logistical limitations.
However, he assured his constituents that a bigger celebration will later be organized in Bulambuli District to allow more residents to participate in commemorating his electoral victory and assumption of office.
“Those who won’t travel to Kampala should not despair. My term is for five years and I will invite most of you to my office in Kampala during my tenure as we continue strategizing on how to take Bulambuli Constituency forward,” Biara said.
Hon. Biara outlined an ambitious 10-point agenda that he said will guide his leadership and development priorities during his tenure in Parliament.
Top among his priorities is improving education standards across Bulambuli Constituency, saying quality education remains critical in transforming livelihoods and empowering young people.
He also pledged to follow up on requests he made to President Yoweri Kaguta Museveni during the campaign period, particularly regarding compensation for cattle lost to Karamojong raids.
According to Biara, many families in Bulambuli lost livestock through cattle theft and deserve compensation similar to what government provided to communities in Acholi and Teso sub-regions.
“I requested for cattle compensation because many of our constituents lost cows through raids by the Karamojong. Acholi and Teso have already been compensated and our people also deserve support,” he noted.
On healthcare, the MP-elect promised to push for improvements in health service delivery and specifically lobby the Ministry of Health to upgrade Muyembe Health Centre IV to a fully-fledged hospital.
Biara further emphasized sports development as a key strategy for empowering youth and nurturing talent. He said he intends to support sports structures from sub-county to constituency level to create opportunities for young people.
The legislator also pledged to prioritize youth empowerment through skills development, job lobbying, and engagement with young people to understand their ideas and aspirations.
“I will sit with the youth, hear their ideas, and lobby for jobs for those with academic qualifications and vocational skills,” he said.
On women empowerment, Biara promised to strengthen women SACCOs and economic groups, arguing that empowering women directly improves household stability and community development.
“When you promote a woman, the home is safe,” he added.
Infrastructure and social services also featured prominently in his agenda, with the MP-elect promising increased access to clean water through construction of more boreholes and expansion of piped water systems.
He further pledged to lobby for increased electricity connectivity in underserved areas of Bulambuli.
Biara, who says he has an academic background in environment and climate change, also committed himself to environmental conservation and climate resilience initiatives.
“I studied environment and climate change. I will plant more trees and improve trenches for better water distribution,” he said.
The incoming legislator promised that residents would witness significant transformation within the first 100 days of his leadership.
“Bulambuli will become a model constituency in Uganda,” Biara pledged.
Addressing speculation from some residents claiming he had disappeared from the constituency after winning the January 15, 2026 elections, Biara dismissed the allegations and explained that several vehicles belonging to him and his campaign team were damaged during the election period.
“My cars and those of my campaign managers were destroyed. I had to wait for my term to officially impose my leadership. You will now see me more often. Nobody should lie to you. All issues will be sorted in Bulambuli because I am a game changer,” he said.
Biara also used the opportunity to extend appreciation to the Bamasaba community across the Bugisu sub-region, including people from Bulambuli, Sironko, Mbale, Bududa, Manafwa, and Namisindwa districts, as well as those living in the diaspora.
He pledged to work toward promoting and uplifting the Bugisu region during his tenure in Parliament.
The MP-elect additionally reminded the public that he remains in the race for the Deputy Speaker position in Uganda’s 12th Parliament, with elections for parliamentary leadership expected later this month.
