Gen. Kale Kayihura Leads Foreign Policy Discussion in Uganda

Former Inspector General of Police (IGP) Gen. Kale Kayihura made a notable public appearance as he presided over the launch of a seminal book, The Foreign Policies of East African States, in Kampala.
The event, which attracted distinguished discussants and policymakers, saw Gen. Kayihura lead an insightful dialogue on the intersection of war, revolution, and regional diplomacy.
The book, edited by Dr. Jude Kagoro, a lecturer at both Cavendish University and the University of Bremen in Germany, explores the complexities of East Africa’s foreign policy dynamics.
The work brings together perspectives from distinguished scholars, including Dr. Edward Kaweesi, a lecturer at Makerere University, and Prof. Moses Khisa from the State University of North Carolina.
Gen. Kayihura, known for his strategic leadership in Uganda’s security apparatus, brought a wealth of experience to the discussion. Drawing from his extensive background in security and governance, he provided critical analysis on East Africa’s evolving foreign policy landscape, highlighting the role of military strategy and regional alliances in shaping diplomatic engagements.
“This book is a timely addition to the academic and policy discourse on East African foreign relations,” Gen. Kayihura remarked. “Our region’s security and stability are deeply tied to our diplomatic approaches, and understanding the dynamics of war, revolution, and cooperation is essential for sustainable peace.”
His engagement at the event underscored his continued relevance in national and regional affairs, despite his exit from active public service. Once a key figure in Uganda’s law enforcement, Gen. Cavendish University’s Executive Director, Mr. Mutabanura David, emphasized the significance of the book in shaping discourse on East Africa’s global engagements. “This is a seminal work that will serve as a crucial reference for leaders, academics, students, and policymakers. It provides deep insights into the foreign policy decisions of our region,” he stated.
