President Yoweri Kaguta Museveni has continued his presidential campaign trail in the Bukedi sub-region with a major rally held in Pallisa District, where he was warmly received by jubilant supporters. The President used the occasion to reaffirm his government’s commitment to environmental protection, wealth creation, and improved service delivery as central pillars of Uganda’s transformation agenda.

 

Addressing the residents, President Museveni emphasized the urgent need to end the misuse of wetlands, warning that continued degradation would have dire environmental and economic consequences. He announced a strategic government plan to convert rice growers operating in wetlands into fish farmers as part of a sustainable livelihood and job creation initiative.

“We agreed that the misuse of wetlands must stop. Instead, we shall convert rice growers in these areas into fish farmers. Government will dig standard ponds as part of a massive wealth and job creation plan. We have already seen success at Limoto Wetland here in Pallisa,” Museveni said.

The President explained that this transformation would not only preserve the environment but also create better income opportunities for communities. He cited the success of the Limoto Wetland project as a model of how fish farming can thrive when supported with proper planning and technology.

In his address, Museveni highlighted the government’s ongoing efforts to expand job opportunities for Ugandans, particularly the youth.

“We are expanding jobs in commercial agriculture, manufacturing, services, and ICT,” he stated, reaffirming the NRM’s commitment to promoting industrial growth, innovation, and modern farming practices as key drivers of socio-economic transformation.

The President also assured residents of continued investment in social services, especially in the education and health sectors. He confirmed plans to upgrade more health centres and schools across the Bukedi sub-region to meet the growing population’s needs.

 

“We shall continue improving service delivery by upgrading more health centres and schools, adding to the 76 government primary and 9 secondary schools already in place,” Museveni said.

On the Parish Development Model (PDM), the President emphasized the importance of transparency and inclusivity in managing government funds. He outlined the allocation framework, ensuring that funds are channeled to the intended beneficiaries — youths, women, and persons with disabilities.

“PDM funds must go to the right people: 30% for youths, 30% for women, and 10% for persons with disabilities. Anyone diverting these funds will be held accountable,” the President warned, adding that accountability and discipline at all administrative levels are crucial to achieving the programme’s objectives.

Museveni reiterated that the PDM remains a vital tool in lifting households from subsistence to commercial production, urging local leaders to sensitize communities about its purpose and ensure proper utilization of funds.

The Pallisa rally marked another milestone in President Museveni’s ongoing campaign across the Bukedi sub-region, reinforcing his message of sustainable development, environmental conservation, and inclusive growth. His visit also reflected the NRM’s continued engagement with grassroots communities, listening to their needs and providing practical solutions.

In conclusion, President Museveni thanked the people of Pallisa for their overwhelming support and hospitality, assuring them that his government will continue to deliver tangible results through infrastructure development, improved service delivery, and increased economic opportunities.

“We are moving forward together to build a prosperous and peaceful Uganda. Let us protect our environment, work hard, and support one another in building wealth and stability for all,” Museveni said, as supporters cheered and chanted NRM slogans.
