Kapchorwa, Uganda — President Yoweri Kaguta Museveni has concluded his campaign tour of the Sebei subregion with a rally in Kapchorwa District, where he emphasized environmental conservation, sustainable development, and private sector investment as key pillars for transforming the area’s economy. The visit marked the final leg of his engagements in Sebei before his campaign trail moves to the Bukedi subregion.

Addressing thousands of supporters who thronged the rally grounds, the President praised the people of Kapchorwa for their hospitality and recognized the district’s unique natural endowments — its altitude, favorable climate, and breathtaking scenery — as valuable national resources.

“I was happy to be in Kapchorwa, a land blessed with altitude, climate, and scenery. These are not decorations; they are resources. These natural resources are like the organs of the human body — if you interfere with one, you interfere with life itself,” President Museveni said. “That is why we must protect this environment and use it wisely. Development must work in harmony with nature.”

The President noted that the government’s investment in projects such as the Teryet National High Altitude Training Centre was guided by the vision of harnessing the area’s natural advantages to promote sports excellence, tourism, and economic opportunities for the local population.

Museveni explained that the establishment of Teryet had already begun to attract both local and international attention, leading to increased investment in hospitality, transport, and service industries. He added that such strategic projects reflect the government’s broader approach of providing enabling infrastructure while encouraging the private sector to drive growth.

“When we built the Teryet National High Altitude Training Centre, we knew it would attract not only athletes but also investors in hotels, transport, and services,” he said. “The government will continue improving infrastructure because our role is to create the enabling environment; the private sector’s role is to take advantage of it.”

During his speech, the President urged the people of Sebei to focus on using their land productively and sustainably, especially given the region’s vulnerability to environmental degradation and landslides. He reminded residents that the government’s ongoing resettlement and environmental protection programs were aimed at safeguarding lives while enabling productive economic activities in safer areas.

The rally also celebrated Sebei’s global reputation for producing world-class athletes such as Joshua Cheptegei and Peruth Chemutai, whom the President hailed as exemplary citizens who have used their talents to inspire development in their homeland. He encouraged other youth to emulate their discipline and foresight by investing their earnings in projects that create jobs and stimulate local economies.

Throughout his tour of the Sebei region, President Museveni reiterated the NRM government’s commitment to expanding infrastructure — particularly in roads, electricity, and education — to support regional growth. He highlighted ongoing and upcoming initiatives aimed at improving access to markets, supporting small-scale industries, and enhancing livelihoods through value addition in agriculture.

The Kapchorwa visit brought to a close a weeklong campaign swing across Bukwo, Kween, and Kapchorwa, where the President met local leaders, investors, and communities to discuss development priorities.

From Sebei, the President is expected to proceed to the Bukedi subregion, where he will continue engaging voters on the NRM’s achievements and future plans under the theme of “Protecting the Gains through Wealth Creation and Service Delivery.”

As his convoy departed Kapchorwa, the message was clear — the region’s transformation lies in striking a balance between development and conservation, while empowering citizens to take advantage of the opportunities created by government infrastructure and investment policies.
