President Yoweri Kaguta Museveni this evening held a spirited campaign rally in Kalangala District, where he outlined key priorities of the National Resistance Movement (NRM) 2026-2031 manifesto and engaged residents on pressing local concerns. The event drew a diverse cross-section of the community, including fishermen, farmers, youth, and local leaders.

Security and Community Safety Top Local Concerns

One of the major issues raised during the rally was the rising incidence of theft across the Ssese Islands. Residents expressed growing anxiety over property losses and insecurity, particularly in more remote areas.

In response, President Museveni acknowledged the concern and promised decisive action, underscoring that security is a fundamental prerequisite for development. He pledged to work with security agencies to strengthen law enforcement presence and enhance community safety across the district.

Transport Challenges: Ferries and Night Navigation

Transport connectivity emerged as another critical topic during the discussions. Kalangala’s residents raised concerns about the limited number of ferries servicing the islands and their inability to operate at night, which they said hampers movement, trade, and access to essential services.

President Museveni assured the community that he would investigate the operational limitations of the current ferry system.

“I will find out why the ferries are few and do not operate at night,” he affirmed, noting that in earlier years boat travel to Mwanza and Bukoba was conducted safely at night.

He assured that this restriction would be addressed to improve mobility and economic activity.

 

Agricultural Transformation and Livelihoods

The President expressed admiration for the embrace of palm oil cultivation by many Kalangala households. He highlighted how the crop has contributed to improved livelihoods and incomes in the region. However, he urged residents not to rely on a single commodity.

President Museveni encouraged farmers to diversify their agricultural enterprises by integrating palm oil production with livestock farming — particularly cattle, dairy, and poultry — to maximize household incomes and strengthen food security. He reiterated the NRM’s commitment to agricultural modernization as a core pillar of rural prosperity.

 

Promoting Sustainable Fishing Practices

Recognizing the centrality of fishing to the local economy, President Museveni addressed concerns about overfishing and environmental sustainability. He appealed to fishermen to avoid harvesting juvenile fish, a practice that he stressed undermines fish stocks and long-term economic viability.

President Museveni announced plans for a comprehensive review of cage fishing operations around the islands. He noted that while such initiatives hold potential for boosting fish production, they must be regulated in a manner that ensures tangible benefits for the Kalangala community and preserves aquatic ecosystems.

Looking Ahead: Manifesto Priorities and Local Impact

Throughout the rally, President Museveni tied local needs to broader themes of the NRM 2026-2031 manifesto, emphasizing economic empowerment, infrastructural development, and environmental stewardship. He reiterated the government’s commitment to listening to communities and tailoring interventions that reflect local realities.
