ICAO Audit: A Vote of Confidence in Uganda’s Aviation Security In January and February 2024, Uganda underwent an audit by the International Civil Aviation Organization (ICAO) to assess the effectiveness of its aviation security systems. The audit results revealed that Uganda performed above both regional and global averages, demonstrating strong compliance with international standards. This performance underscores the robustness of Uganda’s aviation security systems and positions the country as a reliable aviation hub in the region.

This growth was largely attributed to the expansion of Uganda Airlines, which launched new routes to Abuja, Lagos, and Mumbai, and the entry of additional air operators into Uganda’s airspace. These developments have enhanced connectivity and facilitated trade, tourism, and investment opportunities for Uganda.

A major highlight was the successful completion of the Modified Terminal Building at Entebbe International Airport, which officially opened to the public on January 10, 2024. The upgraded terminal provides a more spacious and comfortable environment for arriving and departing passengers, meeting the increasing demand for high-quality aviation services.

Additionally, significant enhancements were made to Kisoro Aerodrome, including the resurfacing of the runway, taxiway, and apron. These upgrades aim to boost tourism by improving access to Uganda’s southwestern region. The UCAA has medium-term plans to construct a new terminal building at Kisoro Aerodrome and extend the runway, ensuring the facility can accommodate larger aircraft and higher passenger volumes.

To align with international standards, the UCAA has embraced satellite-based navigation systems in addition to traditional terrestrial ones. This technological shift enhances safety, efficiency, and airspace capacity across all phases of flight. These advancements are part of Uganda’s broader commitment to adopting best practices and improving its aviation infrastructure.

Recognizing the importance of aligning with industry best practices, the UCAA is reviewing its dual role as both a regulator and a service provider. The decoupling of these functions has been initiated and will be systematically accomplished to ensure greater efficiency, transparency, and compliance with international aviation norms.

With Uganda set to co-host the Africa Cup of Nations (AFCON) in 2027 alongside Kenya and Tanzania, the role of aviation infrastructure in facilitating these events cannot be overstated. Bamwesigye reaffirmed UCAA’s commitment to supporting the success of these regional sporting events by ensuring the readiness of Uganda’s airports and aviation facilities.

The aviation sector’s continued development is crucial for Uganda’s tourism and economic growth. The recent upgrades at Kisoro Aerodrome, for example, are expected to attract more tourists to the region, which is home to iconic attractions such as Bwindi Impenetrable National Park. Similarly, the increased air connectivity through Uganda Airlines and new operators is expected to drive economic activity.

The Director General emphasized the importance of engaging with stakeholders to ensure the continued growth and development of Uganda’s aviation industry. He also announced plans to host an interactive session on X (formerly Twitter) Spaces, where he will delve deeper into the industry’s progress and hear feedback from the public.
