Uganda’s Future Lies in AI - Why a Ministry of AI Is Essential for National Growth

Uganda stands at a critical crossroads in its development, with Artificial Intelligence (AI) offering a transformative opportunity to propel the nation’s economy forward.
Professor Lawrence Muganga, Vice Chancellor of Victoria University, argues that establishing a dedicated Ministry of AI is the key to unlocking Uganda's full economic potential and positioning the country as a leader in the global technology revolution.
"AI is not just about modernization; it’s a strategic opportunity for Uganda to fuel national development," said Professor Muganga. "If Uganda acts now, AI could contribute 7–10% annual GDP growth, creating a legacy for President Museveni as the leader who future-proofed the nation’s economy."
AI is already reshaping industries worldwide, and Uganda has the potential to harness it for significant growth. From agriculture and healthcare to finance and education, AI offers the tools to revolutionize key sectors.
However, to fully capitalize on this technology, Uganda needs a Ministry of AI that can lead the charge, ensuring coordinated efforts across all sectors and focusing national efforts on AI-driven development.
"AI is a cross-cutting resource that could enhance every sector of our economy, from agriculture to finance. To truly harness its power, we need a Ministry of AI, separate from the ICT or Science ministries," Professor Muganga emphasized.
In agriculture, AI can optimize farming methods, boost yields, and help smallholder farmers make better decisions. In healthcare, AI has the potential to expedite drug research, improve diagnostics, and bring telemedicine to rural communities.
AI-driven personalized learning in education could reduce dropout rates and equip Ugandan students with essential skills. In finance, AI can foster financial inclusion, enhance fraud detection, and improve customer service.
Professor Muganga argues that a Ministry of AI would provide focused leadership, a regulatory framework, and attract global investments while coordinating efforts from government, private sector, and academic institutions. Such a ministry would help ensure that Uganda becomes a tech hub in Africa and maximizes the potential of AI.
"A Ministry of AI would provide accountability, a clear regulatory framework, and the necessary political will to drive AI initiatives forward," said Muganga. "It would also signal to global investors that Uganda is serious about becoming a leader in AI."
While some may view the creation of a new ministry as an additional financial burden, Professor Muganga believes the long-term benefits far outweigh the costs. AI is an opportunity that Uganda cannot afford to miss; failing to act now would leave the country even further behind in global competition.
"The cost of failing to invest in AI is far greater than the cost of establishing a Ministry of AI. It’s about ensuring a prosperous future for all Ugandans," Professor Muganga concluded.
For President Museveni, the creation of a Ministry of AI could be the legacy that defines his tenure, positioning Uganda as a leader in the AI-driven future. With AI set to transform industries, improve healthcare, and enhance education, Uganda has the opportunity to secure a brighter future for its people.
"By leading the AI revolution, Uganda’s President could be remembered as the visionary who reshaped the nation’s future, just as the UAE’s leadership is now being lauded for their early AI commitment," said Professor Muganga.
The AI revolution is underway, and Uganda must act now to seize this opportunity. Establishing a Ministry of AI will unlock economic growth, improve global competitiveness, and provide a prosperous future for generations to come. As Professor Muganga put it, "Let’s embrace AI, so that future generations can look back and say, ‘This was the turning point.’"
With the right policies and commitment, Uganda has the chance to become a regional leader in AI innovation, driving technology and growth across sectors. The time to act is now.
