UBOS Deploys 1,100 Data Collectors to Complete Baseline Education Census 2025
The Uganda Bureau of Statistics (UBOS) has officially launched the final phase of data collection for the Baseline Education Census (BEC) 2025, deploying 1,100 field data collectors across seven sub-regions of the country.
Speaking on behalf of the Executive Director, Dr. Chris N. Mukiza, the Head of Public Relations, Mr. Didacus Okoth, addressed the media at the Uganda Media Centre and confirmed that field teams have been dispatched to the sub-regions of Acholi, Bunyoro, Karamoja, Kigezi, Rwenzori, Tooro, and West Nile to complete the exercise.
According to Mr. Okoth, the data collection, which begins today and will run until Thursday, October 30, 2025, follows the end of industrial action by Government Primary School teachers who had been on strike since the beginning of the third term.
The exercise is being conducted ahead of the Primary Seven examinations scheduled to begin on November 4, 2025.
“The Baseline Education Census is a crucial national exercise aimed at gathering accurate and up-to-date information on Uganda’s education sector to guide effective planning and policy formulation,” Mr. Okoth stated.
He noted that the data collectors will gather detailed information on learners, teaching and non-teaching staff, institutional identity and location, infrastructure, water and sanitation, and learning materials.
This information will feed into the Education Management Information System (EMIS) to support evidence based decision-making across the education sector.
UBOS has appealed to Head Teachers, Local Government authorities, and parents to cooperate with enumerators during the exercise.
Parents are particularly urged to ensure their children have accurate dates of birth, National Identification Numbers (NINs), and Learner Identification Numbers (LINs) to facilitate smooth data collection.
Mr. Okoth reaffirmed UBOS’s commitment to ensuring quality statistical services that support national development. “We continue to coordinate the National Statistical System to provide reliable data that guides Uganda’s growth and transformation,” he said.
The Baseline Education Census 2025 is expected to provide a comprehensive snapshot of the education landscape in Uganda, forming the foundation for improved service delivery, resource allocation, and education planning in the years ahead.
