FDC Youth League Calls for Electoral Reforms and Accountability in Public Funds

Kampala, Najjanankumbi –The Forum for Democratic Change (FDC) Youth League has called upon the youths to actively participate in the upcoming elections by registering to vote and updating their details on the voters' register.

Monday at the Forum for Democratic Change (FDC) headquarters, Adepo Francis, the Chairman of the Youth League, emphasized the critical role young people play in shaping the country's future.

Francis also criticized the Electoral Commission for relying on traditional methods in the voter registration and update processes, which he argued are inefficient. He urged the commission to adopt digital solutions to make the exercise more accessible and transparent.

At the same press conference, Mulindwa Warid Lubega, FDC’s Deputy Secretary for Publications, expressed the party's concerns regarding budget execution, with a focus on the Parish Development Model (PDM) and government payroll.

Lubega highlighted significant concerns about ghost workers, which have increased compared to previous audits. He also criticized the Ministry of Local Government for failing to act against corrupt Chief Administrative Officers (CAOs). Instead of dismissing them, Lubega said the ministry often delegates responsibilities to their deputies, some of whom have been implicated in collusion with the CAOs.

The FDC also raised serious questions about the implementation of the PDM. Despite 1.1 trillion shillings being allocated, with 79% of eligible individuals registered and 89% reportedly receiving funds, Lubega argued that there is little tangible evidence of the program benefiting ordinary citizens.

“The PDM has not reached the grassroots as intended,” Lubega said. “We demand a complete rethink of the program to ensure it serves its purpose and benefits the local population.”

The FDC reiterated its commitment to advocating for transparency, accountability, and reforms in governance. The party called on the government to implement recommendations from the Auditor General’s report and adopt stricter measures to combat corruption at all levels.

As the country prepares for the next electoral cycle, the FDC emphasized the importance of youth engagement and accountability in public administration to ensure a brighter future fora ll Ugandans.
