The National Enterprise Corporation (NEC), the commercial arm of the Uganda People’s Defence Forces, on April 21, 2026, hosted a high-level delegation from the National Defence College Tanzania at its headquarters in Bugolobi, Kampala.

 

The delegation, comprising faculty and senior student officers, was led by Brigadier General Joseph Baganchwera Traseas Rutambuka. The team is in Uganda for a week-long strategic study tour running from April 18 to 26, 2026. Participants were drawn from several countries, including Tanzania, South Africa, Sierra Leone, Ethiopia, Zimbabwe, and Zambia, reflecting a diverse and multinational composition.

Strengthening Military Diplomacy and Regional Cooperation

The delegation was received and hosted by NEC Managing Director Lt Gen James Mugira, who delivered a detailed briefing on the role of military institutions in driving Uganda’s socio-economic transformation. He emphasized that modern armed forces, beyond their traditional security mandate, play a critical role in national development through strategic investments, infrastructure development, and industrialization.

Lt Gen Mugira underscored the deep-rooted historical ties between Uganda and Tanzania, describing the relationship as one built on solidarity, shared struggle, and enduring brotherhood. He highlighted Tanzania’s pivotal contribution to Uganda’s liberation during the Uganda–Tanzania War, which ultimately led to the fall of the Idi Amin regime.

He further noted that both Uganda and Tanzania are integral members of the East African Community, a bloc that continues to promote economic integration, peace, and stability across the region.

Knowledge Exchange and Capacity Building

In his address, Lt Gen Mugira pointed out that Uganda has benefited from long-standing military training partnerships with Tanzania, with several Ugandan officers having undergone professional training in Tanzanian military academies. He said such collaborations have contributed significantly to building a professional and capable defense force in the region.

Describing the visit as a reflection of growing regional and international cooperation, Lt Gen Mugira emphasized the importance of knowledge exchange among military leaders. He noted that institutions like the National Defence College are instrumental in shaping strategic thinkers capable of addressing complex global and regional security challenges.

“The exchange of ideas and experiences among officers from different countries enhances collective understanding and strengthens cooperation in addressing emerging threats,” he noted.

Promoting Uganda’s Image

Beyond the academic and strategic engagements, Lt Gen Mugira encouraged the visiting delegation to explore Uganda’s rich cultural heritage, hospitality, and natural attractions during their stay. He said such experiences are essential in fostering deeper people-to-people connections and enhancing mutual appreciation among nations.

NEC Speaking on behalf of the delegation, Brig Gen Rutambuka expressed gratitude to Lt Gen Mugira and the NEC team for the warm reception and insightful engagement. He noted that the presentation provided valuable practical insights that enriched their academic study.

 

“We appreciate the time and effort invested in sharing these experiences. The knowledge gained here will greatly contribute to our understanding of the role of military institutions in national development,” he said.

High-Level Participation

The meeting was also attended by Maj Gen (Rtd) Innocent Oula, Deputy Managing Director of NEC, alongside other senior officials from the corporation.

The visit highlights NEC’s growing role not only as a driver of Uganda’s defense-related commercial activities but also as a platform for strategic dialogue and international military cooperation. It further underscores Uganda’s commitment to fostering regional partnerships, professional military education, and shared approaches to development and security.
