NRM Deploys Nationwide Teams to Oversee LC and Women Council Elections

Kampala, Uganda – The ruling National Resistance Movement (NRM) has intensified preparations for the forthcoming Local Council (LC) and Women Council elections by dispatching senior party leaders and cadres across the country to coordinate mobilisation activities, monitor the electoral process and support party flag bearers.

The move marks the final phase of the party's grassroots election preparations as it seeks to consolidate its structures and ensure a strong showing in the upcoming village-level polls.

Speaking at the NRM Secretariat in Kampala, the party's Secretary General, Rt. Hon. Richard Todwong, said the NRM has consistently followed the roadmap issued by the National Electoral Commission and has already completed several critical internal processes.

According to Todwong, the party elected its LC1 flag bearers in May 2025 and later conducted village barazas on July 10, 2026, to fill positions that had fallen vacant following the withdrawal, relocation or death of some candidates.

He further revealed that between July 11 and 14, NRM parish registrars endorsed nomination papers for the party's candidates, while the official nomination exercise is currently underway from July 15 to 19.

"I can confirm without fear of contradiction that the NRM has flag bearers in all villages for the LC1 chairperson positions and Women Council elections," Todwong said.

He described the forthcoming elections as extremely important because they form the foundation of grassroots governance and are essential to the successful implementation of government programmes.

"The LC1 and LC2 elections are elections of the grassroots structures. As a party, we have the government programme of the Parish Development Model (PDM). It is very important that we elect leaders who support government and can work smoothly with it to ensure that our people fully participate in PDM programmes," he said.

Todwong noted that the importance of the elections goes beyond political representation, pointing out that LC2 chairpersons automatically become chairpersons of the Parish Development Committees, making them key players in the implementation of the Parish Development Model and other government development initiatives.

Nationwide Coordination Teams

The NRM Deputy Secretary General, Rt. Hon. Rose Namayanja Nsereko, announced that the Secretary General has constituted nationwide coordination teams comprising members of the NRM Secretariat and other experienced party cadres.

The teams will operate as sub-regional coordinators under the supervision of members of the party's Central Executive Committee (CEC).

According to Namayanja, the teams have been tasked with harmonising mobilisation strategies, strengthening party structures and ensuring effective communication of the party's roadmap.

The mobilisation exercise will begin with sub-regional meetings involving district chairpersons, administrative secretaries, registrars and Members of Parliament.

The teams will then move to the sub-county level where they will engage NRM leaders and flag bearers before culminating in village barazas throughout the country.

Namayanja also announced that on July 22, 2026, the NRM will hold village barazas in every village across Uganda to campaign for its candidates, promote party unity and rally support ahead of the elections.

"The village barazas are intended to mobilise support for our flag bearers and strengthen unity among party members as we prepare for the elections," she said.

Financial Support for Flag Bearers

NRM National Treasurer Hon. Ambassador Barbara Oundo Nekesa disclosed that the party's Central Executive Committee had approved modest financial resources to facilitate and support NRM flag bearers during the grassroots election campaigns.

She said the financial assistance is intended to ease mobilisation activities and enable candidates to effectively reach voters in their respective villages.

Nekesa further revealed that the Secretariat's mobilisation teams will remain deployed across the country until the Women Council and Local Council elections are fully concluded.

Structured Mobilisation Programme

The NRM Director for Mobilisation, Dr Rosemary Sseninde, explained that the nationwide mobilisation programme has been structured around three categories of meetings to guarantee effective coordination and message delivery.

She said the teams will hold engagements at the sub-regional, sub-county and village levels to ensure that party leaders, flag bearers and supporters are fully informed and actively involved in the electoral process.

"Our objective is to engage every level of the party structure so that there is coordination, unity and effective mobilisation throughout the country," Dr Sseninde said.

Strengthening Grassroots Governance

The forthcoming elections are expected to play a critical role in shaping Uganda's grassroots leadership structures.

Local Council leaders serve as the first point of contact between citizens and government, handling community disputes, mobilisation for government programmes and local development initiatives.

For the NRM, securing victory in the LC and Women Council elections is seen as essential to strengthening the implementation of flagship programmes such as the Parish Development Model, which seeks to transform households from subsistence to the money economy.

The deployment of nationwide mobilisation and monitoring teams therefore signals the ruling party's determination to maintain its grassroots dominance and ensure that its structures remain active and well-coordinated ahead of the village polls.

The meeting at the NRM Secretariat was also attended by members of the Senior Management Team, leaders of the NRM Women's League and other party officials.
