NRM Releases Final 25% Facilitation for Parish-Based Grassroots Mobilisation

The National Resistance Movement (NRM) has released the fourth and final tranche of facilitation funds for parish-based grassroots mobilisation, marking a key milestone in the party’s nationwide preparations ahead of the 2026 elections.

In a formal communication dated January 6, 2026, the NRM National Treasurer, Hon. Amb. Barbara Nekesa Oundo, informed district and city chairpersons, district administrative secretaries, members of the Central Executive Committee (CEC), and grassroots mobilisation teams that the final 25 per cent of facilitation funds had been deposited into respective district accounts.

According to the Treasurer, this release completes the full disbursement for grassroots leaders’ meetings across the country. By the time of the release, mobilisation teams were expected to have covered at least 75 per cent of all villages, with the final tranche intended to ensure 100 per cent village coverage.

Materials and Voters’ Register Dispatch

Hon. Nekesa Oundo further revealed that another batch of mobilisation materials was being dispatched concurrently. These include partial consignments of T-shirts, the remaining copies of the National Chairman’s message booklets, village leaders’ handbooks, posters, and handbills. The materials are intended to support intensified grassroots engagement at parish and village levels.

She also noted that on January 3, 2026, copies of the National Voters’ Register (NVR) were dispatched to all districts for onward delivery to villages. The NVR is expected to play a critical role in identifying registered voters and guiding mobilisation efforts aimed at encouraging support for the NRM party.

District leaders were instructed to ensure that the voters’ registers are carried alongside other materials to all parish engagements.

The National Treasurer emphasized that facilitation rates for the fourth release remain unchanged from the previous three quarters. The funds cater for in-district mobilisation teams, village foot soldiers, and parish-level meetings.

Under the in-district mobilisation framework, District Executive Committee (DEC) chairpersons receive Shs100,000 per day, while other DEC members receive Shs30,000 per day. Similar rates apply to Municipal Executive Committees (MECs). District administrative secretaries, NRM district registrars, patriotism coordinators, PLU coordinators, and ONC coordinators each receive Shs30,000 per day. Sub-county NRM chairpersons receive Shs20,000 per day, while chairpersons of Special Interest Group (SIG) councils—covering women, youth, older persons, and persons with disabilities—receive Shs30,000 per day.

At the grassroots level, facilitation covers village leaders’ transport refunds at Shs10,000 per person for 63 leaders per village, refreshments at Shs2,000 per person, parish meeting security at Shs30,000 per parish, and venue preparation at Shs100,000 per parish. District media and publicity facilitation had already been fully released earlier.

The release underscores the NRM’s continued emphasis on structured, well-facilitated grassroots mobilisation as a cornerstone of its political strategy. By ensuring full financial support and timely delivery of materials, the party aims to strengthen engagement with voters at the lowest administrative units.

Hon. Nekesa Oundo thanked all district and grassroots leaders for their commitment and urged them to ensure effective utilisation of the funds and materials to achieve complete village coverage.

The final release effectively concludes the facilitation cycle for parish-based mobilisation, setting the stage for intensified political engagement as the country heads toward the 2026 general elections.
