Al Hajji Kigongo Rallies Mukono Leaders to Uphold Integrity and Unity in Service Delivery

The 1st National Vice Chairperson of the National Resistance Movement (NRM), Al Hajji Moses Kigongo, has called upon leaders in Mukono District to embrace integrity, discipline, and selfless service as key values in their leadership. He made the appeal while presiding over the Mukono District Leaders’ Conference held at Colline Hotel in Mukono on Thursday.

Prominent among the attendees were Lt. Gen. Proscovia Nalweyiso, Assistant Inspector General of Police Moses Kafeero Kabugo (Director for Human Resource Development and Training in the Uganda Police Force), Hon. Rosemary Sseninde Nansubuga (NRM Director for Mobilization), and Hon. Amb. Barbara Nekesa Oundo (NRM National Treasurer),
Members of the Mukono Think Tank and other regional party mobilizers were also present.
Leaders Must Avoid Selfishness and False Promises
In his keynote address, Al Hajji Kigongo urged local leaders to shun personal interests and focus on serving the people with honesty. He stressed that leadership is a trust that requires humility, truthfulness, and accountability.
“Leaders should tell the people the truth about what government has done and what it can do. Do not promise what you cannot fulfill,” he said.
Kigongo noted that the NRM government has achieved a lot in various sectors such as infrastructure, education, and health, and that it is the responsibility of leaders to communicate these successes accurately rather than exaggerate or distort them for political gain.
Mukono NRM Chair Commends Ongoing Government Projects
Mukono NRM District Chairperson, Hajji Harunah Ssemakula, applauded the national leadership for its continued support and guidance to district structures. He highlighted several ongoing projects, notably road works under the Greater Kampala Metropolitan Area Urban Development Program (GKMA–UDP) and the completed Mukono–Katosi–Nyenga Road, which have significantly boosted trade and mobility.
Ssemakula also pointed out that the district’s growing industrial base has created employment opportunities for many residents and increased local revenue, reflecting the NRM’s focus on economic transformation.
Public Servants Urged to Communicate Government Achievements
Mukono District Chief Administrative Officer, Mr. Henry Ddamba, emphasized the importance of transparency and communication between public servants and citizens. He reminded leaders of their duty to educate communities about government programs such as the Parish Development Model (PDM) and how these initiatives contribute to household income improvement.
He also revealed that the district is preparing to host the President of Uganda soon and called for collective effort to ensure successful coordination of the visit.
RDC Calls for Community Engagement
Resident District Commissioner (RDC) Hajjat Fatuma Ndisaba Nabitaka commended Al Hajji Kigongo and Gen. Nalweyiso for their consistent support to Mukono District. She urged leaders to be visible in their communities and take time to sensitize citizens about government projects and empowerment initiatives such as PDM and Emyooga.
“Our people need to see and hear from us. It is our responsibility to help them understand how these programs can change their lives,” she said.
Minister Kasolo Emphasizes Collaboration and Awareness
The State Minister for Finance and Microfinance, who also doubles as the NRM Vice Chairperson for Buganda Region, Hajji Haruna Kyeyune Kasolo, encouraged unity and collaboration among district leaders. He observed that many citizens remain unaware of the government’s financial support available through youth, women, and elderly empowerment programs.
Kasolo called on leaders to become effective ambassadors of development by ensuring that government programs reach the intended beneficiaries.
Gen. Nalweyiso Advocates for Unity Among Leaders
Lt. Gen. Proscovia Nalweyiso, a Senior Presidential Advisor, appealed to Mukono leaders to end internal divisions and political rivalry. She underscored that unity and cooperation are essential for achieving meaningful development.
“When leaders work together, development and stability naturally follow. We cannot progress if we are divided,” she stated, pledging her full support to all NRM flag bearers in Mukono District.
A Call for Truth, Unity, and Service
The Mukono Leaders’ Conference concluded with a unified message from Al Hajji Moses Kigongo and other senior NRM figures: leaders must prioritize service delivery, maintain honesty, and promote transparency in governance.
Al Hajji Kigongo’s message resonated deeply with attendees, serving as a reminder that leadership under the NRM is not about self-promotion or personal gain but about transforming lives through commitment and moral conduct.
As the district prepares for the President’s visit and upcoming political activities, Mukono leaders were urged to stand united, speak truthfully, and deliver results that reinforce citizens’ trust in government. “Integrity, discipline, and service above self—this is the NRM way,” Al Hajji Kigongo concluded.
