Masaka City, Uganda — National Resistance Movement (NRM) cadres across the country have commended the party’s National Treasurer, Hon. Amb. Barbara Nekesa Oundo, for spearheading reforms that have significantly strengthened the management of the party’s National Treasury, boosting mobilisation efforts and organisational preparedness ahead of President Yoweri Kaguta Museveni’s swearing-in slated for May 12, 2026.

Party leaders and grassroots mobilisers say the improved financial systems under Nekesa’s stewardship have enhanced efficiency, transparency, and coordination within NRM structures at both national and district levels, positioning the party for a smooth transition into the new political term.

In Masaka City, NRM cadres led by City Chairperson Rogers Bulegeya credited Nekesa with restoring order and predictability in the flow of funds, a move they say has directly improved mobilisation activities and strengthened grassroots structures.

“We want to sincerely applaud Hon. Barbara Nekesa Oundo for the commendable work she has done in strengthening the National Treasury,” Bulegeya said. “Her leadership has ensured timely and structured funding, which has greatly improved mobilisation efficiency ahead of the swearing-in of President Museveni.”

According to party officials, the streamlined funding system has enabled timely facilitation of key stakeholders, including flag bearers, youth leaders, women representatives, persons with disabilities, and elderly groups, ensuring inclusive participation in mobilisation and coordination programmes.

Cadres noted that in the past, delays in fund disbursement often disrupted mobilisation efforts. However, under the current system, resources are released in a more organised and predictable manner, allowing district structures to plan and execute activities with greater confidence.

Beyond efficiency, Nekesa’s reforms have also reinforced accountability mechanisms within the party’s financial operations. Leaders say funds are now tracked more rigorously, with structured reporting channels that ensure proper utilisation and oversight at all levels.

The impact of these improvements was evident during key political events, including the December 22, 2025 presidential rally at Liberation Square in Masaka City, which drew an estimated crowd of over 30,000 supporters. Mobilisers attributed the high turnout to better logistical planning and adequate resource allocation facilitated through the strengthened Treasury.

Cadres further linked the improved financial coordination to the party’s electoral performance in Masaka during the January 15, 2026 general elections. According to party figures, President Museveni’s support in the city rose from 22 percent in 2021 to 33 percent in 2026, a development they attribute to stronger mobilisation networks and disciplined resource deployment.

At the local government level, the NRM also registered gains, securing nine councillor positions across various representation categories, including youth, persons with disabilities, and the elderly. Party officials say this reflects improved coordination between the national secretariat and district structures.

Across the country, similar sentiments have been expressed by NRM cadres, who describe the National Treasury as more responsive and better aligned with the party’s operational needs. The reforms, they say, have strengthened confidence among members and enhanced the party’s ability to execute programmes effectively.

“Funds now move in a transparent and structured manner, which has strengthened trust within the party and improved our overall readiness,” Bulegeya added.

NRM leaders also praised Nekesa’s leadership style, citing discipline, consistency, and a results-oriented approach as key factors behind the transformation of the Treasury. They emphasised that a strong financial backbone is critical for sustaining mobilisation momentum and ensuring cohesion across party structures.

With the swearing-in of President Museveni fast approaching, cadres say the strengthened Treasury has become central to coordinating nationwide activities and maintaining organisational stability during the transition period.

As mobilisation efforts continue across Uganda, party members expressed optimism that the ongoing reforms will further consolidate NRM’s institutional strength and support effective governance in the new term.

The May 12 swearing-in ceremony is expected to mark the beginning of another political cycle for the ruling party, with leaders underscoring the importance of strong internal systems—particularly financial management—in sustaining political organisation and national coordination.
