Gen. Muhoozi Unveils Founding Numbers for PLU Central Committee Members
According to the statement released by PLU, the numbers — prefixed with the title “PO” standing for Patriotic Officer — reflect the historic role played by each member in the formation of the organization as well as their seniority within its top governing organ.
The Chairman of the Patriotic League of Uganda (PLU), Gen. Muhoozi Kainerugaba, has formally issued unique identification numbers to members of the organization’s Central Committee, marking what insiders describe as a symbolic consolidation of the League’s founding structure and hierarchy.
According to the statement released by PLU, the numbers — prefixed with the title “PO” standing for Patriotic Officer — reflect the historic role played by each member in the formation of the organization as well as their seniority within its top governing organ. The current issuance covers members of the Central Committee (CC), the highest decision-making body of the League. Additional numbers are expected to be allocated to non-CC members in due course.
Founding Patriotic Officers
At the helm is PO 001, assigned to Gen. Muhoozi Kainerugaba himself, underscoring his position as founder and chairman of the PLU. The numbering proceeds as follows:
PO 001 – Gen. Muhoozi Kainerugaba
PO 002 – Andrew Mwenda
PO 003 – Michael Nuwagira (Toyota)
PO 004 – Edwin Karugire
PO 005 – Daudi Kabanda
PO 006 – Balaam Barugahare
PO 007 – Michael Mawanda
PO 008 – Lillian Aber PO
009 – Cedric Babu (deceased)
PO 010 – Frank Gashumba
PO 011 – Henry Basaliza
PO 012 – Fadil Twala
The inclusion of the late Cedric Babu as PO 009 is seen as a tribute to his contribution during the formative phase of the League. His posthumous recognition signals PLU’s intention to memorialize members who played foundational roles in shaping its identity and outreach.
Symbolism and Structure
Political observers note that the assignment of numbered designations carries both symbolic and organizational significance. Within political and revolutionary movements globally, such numbering systems often serve to codify founding hierarchies, institutional memory, and loyalty structures.
For PLU, the move appears to reinforce its internal cohesion while clarifying lines of seniority within the Central Committee. By formally recognizing members according to their historical involvement and rank, the League is positioning itself with a structured command ethos, reflective of its chairman’s military background.
The title “Patriotic Officer” further signals the organization’s ideological framing, emphasizing nationalism and loyalty as central pillars of its identity.
Expansion Expected
PLU has indicated that the current list is limited to Central Committee members, with additional numbers to be issued to other members outside the CC in the coming months. This phased approach suggests that the League is formalizing its broader membership base in stages, potentially laying groundwork for expanded mobilization and structured national coordination.
Since its inception, the Patriotic League of Uganda has increasingly asserted itself in Uganda’s political discourse, drawing attention both for its rhetoric and for the prominent personalities associated with it.
The latest announcement marks another step in institutional consolidation, signaling that the organization is keen to document its founding architecture while reinforcing unity among its top leadership.
As PLU continues to evolve, the issuance of Patriotic Officer numbers may become a defining internal feature — blending symbolism, hierarchy, and identity into its growing political footprint.
