Local Leaders Tasked to Strengthen Service Delivery, Transparency
Speaking at the first Quarterly Meeting of Chief Administrative Officers (CAOs), Town Clerks, and Municipal Town Clerks, organized by the Ministry of Local Government at Imperial Royale Hotel, Magyezi challenged leaders to ensure discipline and accountability in the public service.

The Minister of Local Government, Hon. Raphael Magyezi, has commended local government leaders for their commitment to implementing government programs while urging them to intensify efforts in improving service delivery.
Speaking at the first Quarterly Meeting of Chief Administrative Officers (CAOs), Town Clerks, and Municipal Town Clerks, organized by the Ministry of Local Government at Imperial Royale Hotel, Magyezi challenged leaders to ensure discipline and accountability in the public service. He cautioned government workers against resorting to strikes, stressing that grievances should be resolved through constructive dialogue between unions and the Ministry of Public Service.
“I want to appeal to all of you to task government workers under your supervision not to participate in any strikes. Their issues are being addressed through formal channels of negotiation, and we must avoid disruptions that affect citizens, especially learners and patients,” Magyezi said.
The Minister particularly applauded the CAO of Kayunga District for spearheading a campaign against absenteeism among public servants, describing it as an example that should be emulated across the country.
He also hailed local leaders for working hand-in-hand with the ministry to implement key government projects such as the Local Economic Growth Support Project (LEGS) and the National Oilseed Project (NoSP), which are designed to spur economic empowerment, agricultural productivity, and poverty reduction in local communities.
In his concluding remarks, Magyezi congratulated President Yoweri Kaguta Museveni upon his nomination as the NRM flagbearer for the 2026 General Elections, saying his leadership continues to guarantee stability and development in the country.
Decentralization for Effective Service Delivery
The Permanent Secretary in the Ministry of Local Government, Mr. Ben Kumumanya, also addressed the gathering, reiterating the critical role of decentralization in fostering inclusive development. He emphasized that decentralization brings decision-making closer to the people, enabling local governments to respond effectively to community needs.

He called on local leaders to uphold transparency, accountability, and citizen engagement in their work. Citing the recently held Barazas in Wakiso and Mbale, the PS highlighted how such community dialogues provide platforms for citizens to assess service delivery, hold leaders accountable, and ensure government projects are implemented effectively.
The meeting, which brought together leaders from all districts and municipalities, focused on strengthening coordination between the central and local governments, enhancing accountability mechanisms, and accelerating the implementation of government programs to improve the livelihoods of citizens.
