Gulu City Leaders Meet to Discuss Government Programs and Service Delivery

Major Martha Asiimwe, Head of the RDC Secretariat/ACU, and Dr. Sister Akiror Mary Grace, Deputy Head of the RDC Secretariat, have convened for a crucial meeting with Gulu City leaders to assess the implementation of key government programs and enhance service delivery.
The meeting, which emphasized collaboration and accountability, aimed to ensure that government interventions reach the grassroots and positively impact citizens’ livelihoods.
In her speech, Major Asiimwe highlighted the vital role of resources allocated to Gulu City in driving effective service delivery. She acknowledged that 90% of the city’s budget comes from the central government, led by President Yoweri Kaguta Museveni, and stressed the importance of using these resources efficiently.
In lengthy comments, she also commended city leadership for their hard work but reminded them of the need for transparency and accountability in resource management.
Major Asiimwe further emphasized that both central and local governments must work together to generate jobs, improve household incomes, and align local revenue with national development goals.
She discussed various government programs aimed at socio-economic transformation, including NAADS, Operation Wealth Creation, and the Parish Development Model (PDM), urging the city leaders to focus on their effectiveness.
Addressing corruption and inefficiencies, Major Asiimwe called for strict accountability, particularly in the management of public projects and the theft of medicines meant for public health centers. She urged leaders to protect public resources and ensure they are used for their intended purpose.
Dr. Sister Akiror Mary Grace, in her remarks, acknowledged the vital role of city leaders and security personnel in ensuring service delivery and maintaining public safety.
She commended the security forces for their dedication and emphasized the importance of collaboration between city leaders, the Office of the Resident City Commissioner (RCC), and the Office of the President.
Dr. Akiror also discussed challenges faced by the local government in coordinating with the central office, welcoming insights from the leaders to strengthen future collaboration. She reassured the leaders of the Office of the President’s continued support in tackling security concerns, particularly in urban areas like Gulu.
The meeting concluded with both officials expressing gratitude to the city leaders and security personnel for their unwavering commitment to the city’s development and stability.
