RCC Stanley Bayole Champions Teacher Training and Curriculum Reform in Fort Portal City

The Resident City Commissioner (RCC) of Fort Portal City, Mr. Stanley Bayole, has reiterated his unwavering support for government-led education reforms, urging teachers to adopt a mature and student-focused approach as they implement the new Advanced Level curriculum. Speaking to a group of Master Trainers undergoing a seven-day intensive training organized by the National Curriculum Development Centre (NCDC), Bayole emphasized the critical role of teachers in shaping responsible and capable citizens.

Addressing the gathering, RCC Bayole called on the trainees—who are themselves Advanced Level (A-Level) teachers—to treat their students as mature individuals. He noted that most A-Level learners come from their own homes, unlike those in lower secondary and primary schools, and therefore require a more respectful and intentional approach to guidance and mentorship.

“You are not just teaching content. You are nurturing the next generation of leaders and professionals. Handle these students like big people—because they are. Be deliberate, be careful, and be mentors to them,” he advised.

The ongoing training in Fort Portal City is part of a national rollout of Uganda's revised A-Level curriculum, which places greater emphasis on hands-on skills, competence-based learning, and the relevance of education to real-world needs. The 2025 implementation of the new curriculum marks a significant shift toward practical knowledge and learner-centered teaching.

The selected Master Trainers will, after the seven-day program, return to their respective regions and schools to train their fellow teachers. This cascade model ensures wide dissemination and uniform implementation of the new curriculum across the country. Come next term, these trained teachers are expected to begin applying the new methods in their classrooms.

RCC Bayole expressed his gratitude to the Government of Uganda and the Ministry of Education and Sports for their commitment to empowering teachers and reforming the education system. He called on all stakeholders—teachers, students, and community leaders—to embrace discipline, hard work, and a focus on long-term development.

“I want to thank the Ministry of Education and Sports for extending this important opportunity to our teachers here in Fort Portal City. I also call upon the students to be disciplined and determined in their studies. The future is in your hands,” he added.

Also present at the launch of the training was Grace Baguma, Director of the National Curriculum Development Centre (NCDC). She applauded RCC Bayole for honoring their invitation and for actively supporting education initiatives within his jurisdiction.

“We are grateful for the support from RCC Bayole and the entire Fort Portal City administration. This training marks a critical milestone in preparing our teachers to deliver a modern, practical, and skills-oriented curriculum,” Ms. Baguma said.

As Uganda continues to roll out educational reforms aligned with national development goals, local leaders like RCC Stanley Bayole remain instrumental in bridging the gap between policy and implementation. His advocacy for teacher empowerment and student discipline is a clear testament to his commitment to quality education in Fort Portal City and beyond.
