Bududa Leaders Present Development Memorandum to President Museveni, Highlighting Major Gains and Key Appeals for the District’s Transformation
The memorandum, presented by Mukhwana Wekhola Kolota, the NRM District Chairperson, expressed heartfelt appreciation to the President for his visionary leadership and the NRM government’s consistent investment in the socio-economic transformation of Bududa.
Bududa, Uganda – November 8, 2025
As President Yoweri Kaguta Museveni, Chairman of the National Resistance Movement (NRM), continued his campaign trail across Bugisu Sub-region, the people of Bududa District, through their NRM leadership, warmly welcomed him to the mountainous district with a detailed memorandum highlighting both achievements realized under the NRM government and key development appeals for the area’s continued transformation.
The memorandum, presented by Mukhwana Wekhola Kolota, the NRM District Chairperson, expressed heartfelt appreciation to the President for his visionary leadership and the NRM government’s consistent investment in the socio-economic transformation of Bududa.
Bududa: A Land of Courage and Loyalty to NRM
In his preamble, Chairperson Mukhwana described Bududa as a land of “courage, resilience, and unwavering support for the National Resistance Movement.” He commended the President for steering Uganda through remarkable progress in peace, stability, and development, noting that Bududa’s people remain firm supporters of the NRM and its continued leadership.
Bududa District, located on the slopes of Mt. Elgon, comprises three counties — Manjiya, Lutseshe, and Bushigayi — with 23 sub-counties, five town councils, 159 parishes/wards, and 1,441 villages. The district’s population now stands at approximately 273,699 people spread across 317.7 square kilometers, one of the highest population densities in Uganda.
NRM Government’s Development Impact in Bududa
The memorandum highlighted that between FY 2020/21 and FY 2024/25, Bududa received a total of UGX 382.5 billion in government funding across various programs and infrastructure projects.
1. Parish Development Model (PDM)
Under the PDM, Bududa has 159 SACCOs, each funded with UGX 307 million, totaling UGX 48.813 billion. So far, UGX 48.435 billion (99.2%) has been disbursed to 48,835 households. This has improved financial inclusion, agricultural productivity, and household incomes across the district’s three constituencies:

2. Emyooga Initiative
Bududa has benefited from UGX 2.15 billion under the Emyooga Presidential Initiative, with additional savings of UGX 1.035 billion, bringing the total to UGX 3.05 billion disbursed. Recoveries stood at UGX 415.8 million (13.6%) as of June 2025, with the program empowering youth, women, and other special interest groups.
3. Youth Skilling and Industrial Hub Program
Through the Bugisu Zonal Presidential Industrial Hub in Lukhonje, Mbale District, 134 youth from Bududa have completed training in various vocational skills. They have since formed the Bududa Industrial Hub Trainees SACCO, which received UGX 50 million from State House in September 2025.
4. Social Protection Programs (YLP, UWEP, SAGE, NSP, SEGOP)
The memorandum recognized the significant role of these initiatives in enhancing livelihoods through access to capital, enterprise support, and social welfare for youth, women, and elderly persons.
Major Achievements in Key Sectors (2020–2025)
Manjiya County
Renovation and expansion of Bududa General Hospital, including new staff houses, neonatal unit, and security infrastructure.
Upgrade of Bubungi Health Centre III to IV and construction of Bududa Health Centre III.
Establishment of Nakatsi Seed Secondary School with ICT and science laboratories.
Construction and rehabilitation of major Gravity Flow Schemes (GFS) to enhance access to safe water.
Ongoing DUCAR road maintenance to improve rural connectivity.
Construction of classroom blocks and offices in several primary schools.
Lutseshe County
Upgrade of Bulucheke Health Centre III to IV and Bumusi HC II to III, plus staff houses and facility renovations.
Expansion of Subisi, Nakokolo, Bumwalukani, and Namateshe Gravity Flow Schemes.
Construction of new classrooms at Bunamoso, Kitsawa, Bunasitya, and other primary schools.
Bushigayi County
Upgrade of Bunamono HC II to III and expansion of Bukigai HC III maternity ward.
Construction of Bushiribo Seed Secondary School with ICT and science labs.
Rehabilitation of Bushiribo and Bukigai water schemes and new classrooms in Bunakhayoti and Shanzou Primary Schools.
District-Wide Achievements
Annual allocation of UGX 1 billion under DUCAR for rural road maintenance.
Successful relocation of 576 households affected by landslides to Kiryandongo and Bulambuli Districts by OPM.
Extension of rural electrification projects to remote areas.
Recognition of Bududa’s distinguished sons and daughters in national service, including Brig. Gen. James Nambale, Amb. Olive Wonekha, Hon. Agnes Nandutu, and others.
Support to model farmers like Mr. Wakinya Sam, now an exporter of coffee to Germany.

Key Development Appeals to President Museveni
Despite the achievements, Chairperson Mukhwana outlined five urgent priorities requiring Presidential attention:
Tarmacking the Bubulo–Bududa Circular Road (28.5 km):
A vital lifeline for over 500,000 residents, connecting markets, health centers, schools, and tourism sites. Its upgrading to tarmac will boost trade, agriculture, and disaster response.
Creation of Namasho District:
Aimed at improving administrative efficiency, equitable resource distribution, and effective disaster response due to Bududa’s mountainous terrain and dense population.
Establishment of Natolo Masaba Memorial Technical Institute:
With six acres already secured in Bulucheke, the institute will address high youth unemployment by providing technical skills in construction, electrical installation, and agritech.
Urbanization and Internal Resettlement Program:
Development of housing estates to provide alternative resettlement for disaster victims and stimulate organized urban growth.
Clarification of Mt. Elgon National Park Boundaries:
To resolve ongoing land conflicts between UWA and surrounding communities. In his closing remarks, Chairperson Mukhwana reaffirmed Bududa District’s unwavering loyalty to President Museveni and the NRM government, pledging continued support for the 2026–2031 term.
“Bududa is NRM, Bududa is Loyal, Bududa is Strong, Bududa must not be left behind!” declared Mukhwana, echoing the district’s collective voice of confidence in the President’s leadership.
