Kampala, Uganda – October 8, 2025: The Electoral Commission (EC) has issued an official notice providing guidance to all individuals intending to contest in the forthcoming Parliamentary Elections on the procedure for paying the mandatory nomination fee.

According to the notice signed by Kamugisha Richard Baabo, the Acting Secretary of the Electoral Commission, each nomination paper must be accompanied by proof of payment of a nomination fee of Uganda Shillings Three Million (UGX 3,000,000). The payment is to be made to the Uganda Administration through any bank authorized to collect Non-Tax Revenue (NTR).

The Commission emphasized that adherence to the outlined payment process is crucial to ensure smooth and transparent nomination procedures.

Step-by-Step Payment Procedure

To streamline the payment process, the Electoral Commission has directed all aspirants to follow these steps:

Visit the URA website: www.ura.go.ug .

On the homepage, scroll to the bottom left corner and click on the “Make a Payment” icon.

Select “Generate Payment Slip”, which is automatically set to the payment type “DT.”

Under the Payment Category, select “Other NTR” and proceed to fill in taxpayer details.

If the aspirant has a Tax Identification Number (TIN), their details will populate automatically.

For those without a TIN, they should manually enter their details, including District/City, County/Municipality, Sub-county/Town Council/Division, Parish, and Village.

From the Ministry/Department/Agency drop-down list, select Electoral Commission to ensure the payment is properly directed.

Under the Sub-category, choose Nomination Fees, and under Tax Head, select Parliamentary Candidate.

The system will automatically generate the amount of UGX 3,000,000. Aspirants must verify the details and complete registration by entering the displayed text correctly.

A Payment Registration Number (PRN) will then be generated. Aspirants should print or note it down and present it at any authorized bank to complete the payment and receive a bank-issued receipt.

This receipt must be presented at the Electoral Commission Headquarters (Cashier’s Office) to obtain the official General Receipt.

Aspirants unable to collect the receipt in person may take the Bank Payment Slip (bearing the PRN) to the District Election Administrator, who will verify the payment with the EC Headquarters and facilitate the issuance of the General Receipt.

Important Advisory

The Commission cautioned aspirants against making payments to District or City Administration accounts, stressing that only payments made through the Uganda Revenue Authority’s system to the authorized Non-Tax Revenue account will be recognized.

“The Commission reminds all aspirants to strictly follow the prescribed payment procedure to ensure a smooth nomination process and avoid any inconveniences,” the notice reads in part.

This guidance forms part of the Commission’s ongoing efforts to ensure transparent, fair, and well-coordinated electoral processes ahead of the 2026 General Elections.
