RDC Secretariat Engages Nansana Leaders to Boost Service Delivery and Community Engagement

The RDC Secretariat/Anti-Corruption Unit (ACU) under the Office of the President held a mobilization meeting with leaders of Nansana Municipality to improve service delivery and strengthen community engagement. The session was led by Maj. Martha Asiimwe, Head of the RDC Secretariat, alongside her Deputy, Dr. Str. Akiror MaryGrace, and the Senior Presidential Advisor on Mobilization, Lt. Col. (Rtd.) Ambako Kibrai.
Maj. Asiimwe emphasized the need for collective responsibility in national development, urging citizens to contribute to both their households and the country’s progress.
She highlighted Uganda’s socio-economic transformation and stability, attributing it to strong ideological foundations. She also stated that the meeting was aimed at following up on government programs, reporting back, and supporting efforts to improve or introduce new initiatives that empower Ugandans. She encouraged leaders to work as a team for national development, reaffirming the government’s commitment to effective service delivery.
Deputy RDC Charles Lwanga provided an update on security, stating that while the situation remains stable, issues such as burglary, drug abuse, and street robberies persist.
He noted that routine patrols, night operations, and community engagement meetings were helping to address these concerns, and emphasized collaboration with local leaders and security agencies to maintain law and order.
On infrastructure, Lwanga pointed to ongoing projects under the Greater Kampala Metropolitan Area Urban Development Program, including major road works such as the Nansana-Wamala-Katooke-Maganjo-Jinja Kaloli Link, Nabweru-Kazo Central Link, and Busukuma-Kasozi Road. He said these developments would improve urban mobility and service delivery.
Lwanga reported that Nansana ranks among the top-performing municipalities in Parish Development Model (PDM) fund disbursement, having received UGX 6 billion with a 99% completion rate across its four divisions. However, he raised concerns over irregularities in some Emyooga SACCOs, particularly the Nansana Division Market Vendors SACCO, where mismanagement has made it difficult for members to access savings and loans. Security agencies have been alerted to investigate the issue.
On education, he noted that while schools reopened smoothly, some UPE and USE institutions were charging illegal fees between UGX 200,000 and 250,000. Some administrators cited inadequate funding, but engagements are ongoing to find solutions. He also mentioned the successful update of the NRM Membership Register and emphasized the need for political tolerance in the municipality.
Lt. Col. (Rtd.) Ambako Kibrai stressed the importance of inclusive discussions on service delivery, explaining that while the initial plan was to engage only technical leaders and the political executive committee, it became necessary to involve opinion leaders, chairpersons, and technical staff as well.
He acknowledged public concerns over healthcare, education, and infrastructure, noting that while the President’s contract with the people is outlined in the NRM Manifesto, citizens still raise issues regarding inadequate healthcare services, lack of classrooms, and poor road conditions.
On poverty reduction, he pointed to the Parish Development Model’s impact in lowering poverty from 39% to an estimated 33%. However, some beneficiaries feel the funds are insufficient. He emphasized the need to ensure these funds serve their intended purpose.
Lt. Col. Kibrai also called for better communication between government officials and the public. He noted that gaps in communication often lead to misunderstandings, such as during the distribution of mosquito nets when some households feel left out. Similarly, when citizens visit health facilities like Naguru Health Centre expecting medicines and services, they are often met with shortages, which need to be addressed through clear communication and practical solutions.
He concluded by urging all stakeholders to work together to effectively implement government programs and improve service delivery in Nansana Municipality.
